could a group of committed terrorists do on purpose? I take the BART train
to San Francisco every weekday, traveling underneath San Francisco Bay for
four minutes. It is not uncommon to encounter passengers bound for San
Francisco Airport with very large bags. The chance for mayhem is staggering.

casinos, malls and transit lines. It contains extensive footnotes to
government reports and other research documenting these threats.
